I think it's meant to be taken like this: Vriska just interrupted Aranea's long-winded monologue to both shut her up and push the limelight over to herself, and she used the hug as punctuation on that. She then, to Meenah, made the 'gag-me' signal to wordless say 'She never shuts up, does she?' In response, Meenah did the 'wank' motion to basically say, 'Yeah, it's like she gets off on this stuff.' Or, at least, that's how I read it.

i mean obviously i can’t speak for every british person, but i kind of think hussie might have used the sign in the wrong context? i don’t know, maybe it’s used differently in america but..

at least where i live, you usually make the hand signal while shouting at someone that they’re a wanker? it’s a really kinda.. lower class (chavish?) action to make and it’s very masculine and very.. offensive in a way that it just shows blatant disrespect and you don’t really use it 1:1? it’s sort of used in front of a group of people to make the other person look like a twat.. it’s strongly associated with being something people of ~lower intelligence~ do

so i personally don’t think it’s being used in the way that i think it should be? but maybe that’s just my knowledge from football and pub fights

meenah is basically showing disrespect towards aranea, and i think it’s being used in the same way vriska is making gagging noises (which again, is a context i’ve personally never seen before)
